Wukan est un village de la province chinoise de Guangdong. En 2012, les habitants ont fait l’expérience d’un phénomène unique dans leur pays : des élections démocratiques. C’est cependant après des semaines de protestation et la mort d’un activiste que les dirigeants communistes locaux ont été éjectés. Le documentaire commence après la révolte, au moment où un nouveau comité a été élu, et montre les difficultés qu’il rencontre face aux nombreuses tâches à accomplir, alors que la pression des villageois reste vive. La démocratie n’est pas une garantie du calme social et Wukan est un exemple type de la vague de nouvelles démocraties qui déferle sur le globe.
