Film métaphorique où un capitaine de navire, rentré sur ses terres, apprend que lors d’une cérémonie à la mairie la médaille du meilleur citoyen de la ville a été accrochée à la poitrine d’un musicien médiocre de l’harmonie municipale. Fou de rage, il décide d’honorer un marginal, une sorte de « fou du village », dont les actes étranges et sympathiques méritent selon lui l’hommage de la cité. On observe ainsi la vie du "Grand Perdu".
