La police new-yorkaise enquête sur deux meurtres d'homosexuels appartenant à la tendance sado-masochiste, qu'elle pense être dus au même tueur. Le capitaine David Edelson, chargé de l'affaire, propose à un jeune policier en uniforme, Steve Burns - qui possède les caractéristiques physiques des victimes - d'infiltrer la communauté gay.
